Guidance rules add context the assistant would otherwise miss — the management-rights framing behind schedule changes, the discrimination exception to probationary release, and so on. When a member's question or the sections found for it match any of a rule's trigger words, that rule's guidance is handed to the assistant as authoritative context it must fold into the answer.
